in my Despatch.

These sums represent two very large con-

tributions which this Colony has been required to make to the

Imperial Goverment in addition to the large Military Contri-

bution it already pays under Ordinance. To them must now be

added a third, as pointed out in my Despatch No. 437 of the

14th. September last, representing the value of the seabed

given free of charge to the Admiralty for the purposes of

certain works in connection with the Coaling Station at Kowloon.

If the practice is to continue of calling

upon this Colony to make such sacrifices over and above its

stipulated payments in aid of Military Services, then the

whole question of the Military Contribution of this Colony

ought in justice to be re-considered and put upon a more

equitable basis.
